Pooler
In the Pooler City
Council meeting on Monday, May
21st, Council began with two
public hearings. The first was on
a conditional use to allow a
bowling alley at the corner of
South Junction Blvd. and Godley
Station Blvd. South. There were
many residents of the Towne Lake
subdivision on hand to speak
against allowing the development
so close to a residential
neighborhood, pointing out other
areas such as sites east of I-95
on Hwy 80. John Carter summed up
most residents’ feelings on the
subject by saying “I live in
Pooler, I work in Pooler, I sleep
in Pooler, and I have no problem
bowling in Pooler. But please put
it where it belongs.”
The Second Public
Hearing was regarding a zoning map
amendment to change 38.7 acres
on Pine Barren Road, just east of
Hunter’s Ridge, from MH-1 to
R-3A. Dean Kicklighter, the real
estate agent trying to sell the
property, acted as agent for the
land owner in filing the request.
He stressed to residents of the
neighboring subdivisions that his
buyer wanted to build upscale
townhomes that would increase
their property values. Currently,
the land could be developed with
as many as 78 mobile homes in
it’s current zoning status.
Several members of
the neighboring communities spoke
in favor of the zoning change, and
no one spoke against it.
The meeting was
then called to order, and Mayor
Lamb welcomed Leo McDonald back to
the Council meetings after his
recovery from surgery. Mayor Lamb
pointed out that he’d been
included in Council’s prayers.
There was no
Finance Committee Report, and no
bills were presented for payment.
In the Public
Safety Report, Councilman Allen
first thanked all the city
employees for their efforts in
making the 100th Birthday
Celebration such a huge success.
He then noted that the Police
Department handled 1201 calls
between May 4th and May 17th,
bringing the year to date total to
12,416. Chief Chan said they’d
used some seized drug money to
purchase five new laptop computers
for patrol cars. These laptops
have a test program in them, and
if they prove successful,
they’ll be converting the rest
of the Officer’s computers to
the same system.
Fire Chief Jay
Hillis said that through May 15th,
his department had handled 67
calls.
In the Streets,
Drainage, Parks and Trees report,
Councilman Seay asked that all
citizens comply with the water
restrictions.
In Water and Sewer,
Councilman Wall also thanked
everyone for the success of the
Centennial Celebration, pointing
out that every department in the
city kicked in and helped in some
way. He then moved on to the bad
news, pointing out that Well #1
and Well #2 were both not
functioning at the time.
(They’ve since been repaired.)
In the Recreation
Report, Councilman Royal said the
city will host the June 1st Alltel
Softball Tournament next year. He
added that the seniors recently
went to a Bluegrass Festival at
Clark Hill.
In Building and
Zoning, Councilwoman Benton also
thanked everyone for the
Centennial’s success. She
pointed out that there have been
14 new single family permits
issued, bringing the year to date
total to 212.
Mayor Lamb then
agreed with Council on the success
of the Centennial, saying that
“There are too many people to
thank!” He added that it brought
everybody together and was “just
a huge success!” He also pointed
out that Bloomingdale would be
having a Patriotic Celebration at
Taylor Park on Memorial Day.
In New Business,
Council tabled the bowling alley
request while the developer tries
to tweak the site to meet the
requests of the residents from the
Public Hearing.
The second item was
the rezoning of the land on Pine
Barren Road. City Attorney Steve
Scheer said that it needed to be
zoned as R-4 rather than R-3A. Mr.
Kicklighter had sought the R-3A
zoning with some restrictions,
such as the number of units
allowed to be developed and
stipulating townhomes only, not
apartments. The R-4 zoning does
that, and Council voted to send it
back to Planning and Zoning as an
R-4.
The rest of the
meeting was mostly made up of
approval of site plans and
alcoholic beverage licenses. The
last item on the agenda was the
reduction from $50 to $25 for the
fire department to come and fill
an inground swimming pool.
Councilman Wall pointed out that
it takes over two days to fill a
pool with a garden hose, and less
than an hour with a fire truck,
and the service is offered
strictly as a convenience for
citizens. The water is metered,
and is an additional charge.
Before going into
Executive Session, Council heard
from citizens who wanted to speak
out. Leo McDonald thanked
everybody for their prayers, and
added that the Centennial was
wonderful! Councilman Allen
pointed out that “a lot of kids
walked away happy that night!”
Charitie Peterson
appeared before Council again and
urged them to consider curbside
recycling. City Manager Dennis
Baxter said he would look into it
with Waste Management.
Council then
adjourned into an Executive
Session to discuss legal matters.
Council meets on the first and
third Monday of every month at
City Hall at 6pm. The next meeting
will be Monday, June 7th, and the
public is encouraged to attend.

Rincon
The Rincon City Council meeting was held on Tuesday May 29,
2007 at 7 P.M. in the council chambers of the Rincon Police Department. The
roll call was made and there was one absentee, Mr. Lamar Crosby. The
Invocation and the Pledge to the flag was led by councilman Paul Wendelken,
then the approval of the agenda and of prior meetings minutes were given.
The meeting was then turned over to Public Hearing Officer Mr.
Raymond Dickey who entered the evening’s Public Hearings. A hearing for the
Water and Sewer Impact Fees update was explained by Tim Baumgartner, City
Engineer.
The fees were calculated based on current system conditions and
users and proposed conditions with an estimated 8% growth rate. The
calculations express impact fee charges on a per gallon basis. As the majority
of the future development is residential, these numbers have also been
presented on the basis of an Equivalent Residential Unit, (ERU), which is the
fee that would be charged for a single family residence.
The average daily water consumption by or sewage flow from a
residence is 300 gallons per day, (GPD), an ERU assumes a 300 GPD flow to or
from the typical single-family residence. The per gallon impact fee is
multiplied by 300 gallons per day to determine the total impact fee per new
residence. The fee per gallon can be used to determine impact fees for other
types of developments, such as commercial users or apartments, based on their
typical water consumption.
C&L Builders has filed a petition for a 1.5 foot side
variance and a 5 foot rear variance to the building set back requirements for
propety located at The Abbey Lot 15. The property is zoned R5 (residential).
File number V-2007-9 (Map number R255-15). Craig Sanders represented
C&L Builders. This item was tabled for more information and a new public
hearing.
In Old Business, the second reading of Alternate Water
Sources Ordinance (Purple Pipe Ordinance Water) was approved by council.
Mr. Theron Rahn requests that the City of Rincon accept
ownership and maintenance of roads, utilities, and infrastructure in Picket
Fences Sub Division Phase 2. The property is zoned R 4 residential use
district and the subdivision consists of 45 lots. It was removed from the
table and also approved by council.
Next on the agenda was the resurfacing of Ackerman Road.
Chief of Police Schofield needs more information, and the item was tabled.
The second reading of an ordinance of Declaration of Water
Conservation Measures was approved. Water wells have an exemption to the water
conservation. Watering will be from midnight to 10 a.m. and will be enforced
by the code enforcement officers. There will be a first warning, then
addtional infractions will be $100 plus court costs. There is a set effective
date of July 1, 2007.
Removed from the table for more research and
information was the first reading of the impact fee ordinance.
In New Business, Mike Parrish addressed Council regarding water
meters on construction sites. In fear of heavy water charges, Mr. Parrish
requested locks be placed on the water meters. An estimated $12 per lock is to
be added to the building permit charges. Mayor Lee wants the police
chief to come back with a proposal on lock purchases.
Mr Dick Trevlyn, representing Continental Properties, requests
approval of Preliminary Construction Plans for the Springs. Property is
located in Towne Park West and zoned R-11 (Multy-unit residential). Mr.
Trevlyn showed plans to the members of the Council and were inspected in
detail. For final approval, the plans must come up with addtional emergency
exits from the division. The plans were approved by council with this
condition.
Mr. Lamar Smith requests approval of a one year warranty for
Lost Plantation subdivision, phase H-2. It consists of 49 lots.
The subdivision is zoned MXU-Mixed Unit Development District, and he is also
requesting the release of the completion bond. This item was removed
from table and approved by Council.
Mr. Lamar Smith also requests approval of a one year waranty
period (approved by Council) for Lost Plantation Sub Division Phase G-5, which
consists of 26 lots. The sub division is zoned MXU Mixed Unit
Development District. This was also approved and removed from table
by council.
Mr. Lamar Smith requested that the City of Rincon accept
ownership and maintenance of roads, utilities, and infrastructure for Lost
Plantation Sub Division, Phase D, consisting of 58 lots. This was
approved and removed from table by council. Mr. Lamar Smith requests
that the City of Rincon accepts ownership and maintainance of road, utlilies,
and infrastructure for Lost Plantation Sub Division, Phase H; consisting of 39
lots, and council approved.
Next on the agenda was the pay request number 2 in the amount
of $57,653.68 for the Atlantic Avenue Park in accordance with the approved
contract with Tippens-Polk Construction. Comments by Tim Baumgartner
were that the slabs were poured for buildings, tennis courts and drive areas.
Council approved the pay request.
The purchase of a 2008 Ford Ranger 4x4 pickup for the building
zoning department in the amount of $16,828 from Allan Vigil Ford on the State
contract was next on the agenda. The truck that the building inspectors were
driving was operating on a wing and a prayer. They need more power on the
truck, four wheel drive and extended cab. Council requested to be looking for
a one year old model and more information is needed on costs for the vehicle.
Council wants to shop around a little more.
Council approved the first reading of an ordinance to amend a
capital cost recovery ordinance.
Next was discussion of creating an ordinance to allow the
finance director to adjust utility bills that require an adjustment. A
work shop conference was requested by council to querie director to come up
with adjustment rates.
Council then adjourned into an executive session to discuss
personnel and litigation.
Mayor Ken Lee once again raised and lowered the gavel
adjourning the meeting. The next council meeting will be on Monday, June 14th
at the Rincon Police Station council chambers. The public is invited to
attend the open meeting at 7 p.m.
